volatile financial markets : 動盪的金融市場

Employers want to "get ahead of the curve" of a weakening economy.
企業主們希望景氣在逐漸走軟的情況下預先處理裁員問題 

"Get ahead of" : 原指「超越」
ahead of the curve : 一般解釋是「脫穎而出」, 在此解作「超前處理」或「預先處理」
acting pre-emptively : 先發制人

preemptive : a pre-emptive action is done to prevent something from happening, especially something that will harm you. (先發制人或未雨綢繆的意思)
